Over 1,536 laws across India thwart economic freedom for millions of workers and entrepreneurs. These laws prevent women from choosing jobs, workers from earning more, and enterprises from growing. These barriers stand in the way of our $12,000 per capita income goal.


Prosperiti, established in 2022, builds state capacity to drive economic freedom in India. It produces actionable insights on state-level regulations and works with pioneering states to design, draft and implement reforms. Prosperiti releases issue-specific State of Regulation reports and bi-weekly analyses for informed decision-making. It has supported four states and two union bodies in their reform journeys. As a result, the states have increased women’s freedom to work, enabled flexible working hours, and liberalised land use in Punjab, Odisha, Telangana, and Uttar Pradesh. Prosperiti’s research has been cited in consecutive Economic Surveys. 

Harish and Bina Shah Foundation is supporting Prosperiti’s goal of advancing state-level regulatory reforms that drive economic freedom and growth in India. The Foundation’s support is being leveraged to scale reforms across more states and issues, and deepen engagement with policymakers.
